Can my teacher really say this to me?

Hi. I'm a sophomore at William Floyd high School in New York. During English class, I interrupted my teacher by exclaiming a joke regarding what the teacher just said. (I won't say what the joke was, but know I'm considered a class clown).The joke was in no way insulting to anyone, by the way. The teacher replied with these exact words, "If you were my child, I'd smack you upside the head right now". He was serious and I knew it. I replied with, "Then I'd call CPS." Then he said, "Yeah, Okay." That was the end of the incident. I was pretty pissed at him. I would just like to know if he is allowed to say that, because if not, I'm reporting him.
